Why not put the language banning government use of funds for abortion directly in the health care bill?

Why leave it as a setup for courts to possibly set aside an executive order?
Obama promised an executive order banning abortion funding by government and particularly through any use of this health care plan. Why promise it after the fact? Why not put it in the package up front?
